François Penguilly entered the French Ministry of Foreign Affairs in 2001, where he served successively as desk officer at the United Nations and International Organizations Department, as first secretary at the Embassy of France in Algiers and as deputy Consul General in Jerusalem.
He was then assigned at the Human Resources Department in Paris, and as deputy head of mission at the Embassy of France to the United Arab Emirates.
Born in 1975, he holds diplomas from the Institute of Political Studies in Paris and from the Institute of Oriental Languages and Civilizations in Paris and is graduated from the Regional Institutes of Administration. He speaks English, Spanish and Arabic. He is married and has two children.
